This league was created following a split between members of the Northwest International League and what in essence could be described as the "upper echelon" being left behind.

 

Tired of not being able to defeat the Pierce County Bengals, a group of owners decided to reorganize without the Bengals.  The "Columbia" Division plus the Van-Port Thunderbirds remained with the NIFL, while the Chiefs and Raiders...a combined 2-17 in 1979 left for the Pacific Football League.  The Warhawks were added from the remnants of the Lynnwood team while the Cavaliers were replaced with a start-up team in Vancouver that would not win a game.
