Under the State of Washington Reformatory system, the Monroe Reformatory Tigers were created as an athletic outlet for men housed at the facility during the 1950's, 60's and 70's.  Most of the games were played at the facility with a rare "outside the walls" game sprinkled in as a behavioral reward.  The first game is reportedly a "motley uniformed, poorly disciplined, sullen ne'er-do-wells" from the grey walls of the reformatory put together by new athletics director Doc Boreson, to play against the well-drilled soldiers from Fort Lawton.

During the 1957 game with the Seattle Cavaliers, Monore combined forces with players from Snohomish County under an all-star banner, defeating the Cavaliers 14-13.

One of the facilities most famous "guests" was Coach George Jugum.  A high school Parade All-American in 1963, drafted #385 by the Los Angeles Rams in 1969 following his career at the University of Washington, Jugum ended up playing with the Seattle Rangers in 1969.  Following his year with the Rangers, George was picked up by the BC Lions of the Canadian Football League for the 1970-71 seasons where he recorded two interceptions.  Jugum was charged with Second-Degree murder in February 1974 in the beating death of a 17-year old in a drive-in parking lot after the teen insulted him and according to Jugum, pulled a knife.  He was sentenced to 30-years at Monroe, but was released after 6 1/2 years in 1980.

Andy Goss caught a 60-yard pass and returned an interception 65-yards in a loss to the Everett Ramblers in the 1965 game.
