The Treasure Valley Cowboys enjoyed a very successful 1999 inaugural season making it the Rocky Mountain Football League championship against the Snake River Rebels. Both losses during the 9-2 season came at the hands of Snake River by nearly identical 38-26 and 36-28 scores. Running back Manzo Hodge earned RMFL Offensive MVP honors while also setting a league record 90-yard punt return for a touchdown. Defensively, the Cowboys were one of the tops with six shut outs and two outings allowing only 6 points.

The Cowboys collapse was swift as the Boise Cardinals formed prior to 2000 and supplanted Treasure Valley at the top of the RMFL standings with a playoff appearance, while the Cowboys suffered a 2-6 season and being dumped in both meetings with the Cardinals including a 47-6 season finale loss.

It was decided the Cowboys and Cardinals would merge together for the 2001 season creating the Boise Roughriders which began a solid six-year run in the RMFL claiming division titles and numerous all-league honorees.
