John Lucas, after serving as GM of the Salem Stars, set about forming the Pioneers with former Offensive Coordinator of the Stars Robert Owings to serve as head coach. 

 

With the end of the NFA, the 6-team NWFL was formed and the Stars became the Pioneers.  However, low numbers would plague the franchise.

 

The Pioneers played in 1988 and finished last in the league.  Many of the Pioneers migrated to the newly formed Portland Thunderbolts in 1989, a team that became instant champions of the NWFL.
