The second incarnation of the PFL was formed in California in 1995 and expanded to include the Northwest in 1996.

In essence, the Northwest Football League became the Northern Division of the Pacific League headquartered in California.

Fresno defeated the Quakes 22-13 to claim the '95 Championship, repeating in '96 with a 44-20 win over North Division champion Puget Sound.

California would dominate in '96-'97 before the Southern Division play was suspended in 1998 allowing the Oregon Thunderbolts to claim the title for the Northwest.

The California Dolphins upset the Bandits "3-Peat" try with a 14-12 win for the Southern Division title, going on to defeat the Oregon Thunderbolts 14-7 for the Coast title.

With the Southern division disbanded in 1998, Oregon repeated as North champs knocking out Pierce County 27-15 in what was the NWFL championship and the return of the Northwest Football League.
