Created in 1997 by Minnesota transplant and future Hall of Famer Matt Culbertson, the Bulls were one of four teams formed to create the Rocky Mountain Football League, the first league in Idaho for decades.  Rocky Mountain rode a dominating defense to the inaugural Rocky Mountain Football League championship, defeating fellow first-year team Idaho Falls 16-0 to complete a 7-0 season.  Culbertson was named RMFL MVP after leading the league in tackles, and being the catalyst for semi pro football in the state, while teammate Shaun O'Hearn won Defensive MVP honors.

The 1998 team struggled early in defense of the crown that included a 7-6 loss to the Pocatello Bandits, a team that was 1-13 in it's previous fourteen outings, but had nearly upset the Bulls earlier in a 20-14 overtime loss.  That defeat sent the Bulls on a five game losing streak where the offense completely vanished down the stretch.  The bright spot was Dan Chavez being named RMFL Co-MVP.

1999 was much the same as the ups and down continued during a 4-7 season, a three-game skid to end the season with a 22-14 playoff loss to the Great Falls Rangers in the final game.

Culbertson, who had also been serving as the Rocky Mountain League Commissioner and chief promotor relocated out of the Northwest turning the RMFL over to fellow future Hall of Famer Jared Neumeier, and the Bulls would merge with the Blackfoot Dragons to create the Rocky Mountain Cobras.
